Abstract
Proyek Reboisasi Lahan Kompensasi Persetujuan Penggunaan Kawasan Hutan (PPKH) PT Semen Indonesia (Persero) Tbk. seluas 201,92 ha di Kabupaten Kendal, Jawa Tengah memerlukan pengendalian terpadu atas lingkup, waktu, dan biaya. Penelitian ini secara tegas membatasi unit analisis pada pekerjaan Termin I, yaitu pekerjaan persiapan dan penanaman dalam baseline November 2025 sampai September 2026, dengan tanggal data Agustus 2026 minggu kedua. Data terdiri atas HPP terbaru, laporan realisasi biaya, timeline rencana–realisasi, volume fisik, dan peta lima subblok. Realisasi biaya digunakan langsung sebagai Actual Cost (AC), tanpa normalisasi atau pendekatan biaya. Struktur pekerjaan disusun menggunakan Work Breakdown Structure (WBS), Organizational Breakdown Structure (OBS), dan Cost Breakdown Structure (CBS), kemudian kinerja dihitung dengan Earned Value Management (EVM). Hasil analisis menghasilkan Budget at Completion (BAC) sebesar Rp3.975.269.200, Planned Value (PV) Rp3.951.765.582,40, Earned Value (EV) Rp3.934.501.222,22, dan AC Rp3.934.501.222,24. Kemajuan fisik berbobot mencapai 98,974%. Schedule Variance (SV) sebesar -Rp17.264.360,18 dan Schedule Performance Index (SPI) 0.996 menunjukkan bahwa kemajuan aktual sedikit berada di bawah rencana pada tanggal data. Cost Variance (CV) sebesar -Rp0,02 dan Cost Performance Index (CPI) 1.000 menunjukkan biaya aktual praktis sebanding dengan nilai pekerjaan yang diperoleh. Estimasi biaya akhir (EAC) sebesar Rp3.975.269.200,02, kebutuhan biaya sisa (ETC) Rp40.767.977,78, dan estimasi durasi akhir 42.18 minggu dibandingkan dengan baseline 42 minggu. Sisa lingkup terutama berupa satu gubuk kerja dan satu pos jaga. Hasil ini menunjukkan bahwa pengendalian pada tahap akhir perlu diarahkan pada penyelesaian dua keluaran tersebut dengan tetap menjaga biaya dan waktu sesuai proyeksi EVM.
